Clarification regarding the authorship of the concept “Digital Neohumanism” and the initiative “Human-Technological Convergence”
The Euro-American Committee of Digital Law – CEA Digital Law, a leading institution in legal and technological research, categorically condemns the misappropriation of concepts and ideas developed exclusively within its institutional framework. The purpose of this statement is to clarify the facts, reinforce respect for intellectual property and protect the pioneering project “Digital Neohumanism”. Digital Neohumanism and Human-Technological Convergence: Exclusive to the Euro-American Committee of Digital Law – CEA Digital Law. Digital Neohumanism and Human-Technological Convergence are projects developed entirely by the Euro-American Committee of Digital Law – CEA Digital Law under the presidency of Dr. Antonio Tejeda Encinas. These initiatives are pending editorial publication, are protected by strict confidentiality rules, and seek to offer an ethical, political and technological response to the challenges of the 21st century. These concepts have been designed to foster convergence between technology, governance and human values, within a framework that prioritizes global action while placing emphasis on human dignity. At no time have these projects been shared with or endorsed by institutions outside the Committee. The Instituto Legal-Tech of the Universidad Católica de Córdoba and the statements of Dr. Villalba Dr. Jorge Fabián Villalba, in his capacity as Director of the Instituto Legal-Tech of the Universidad Católica de Córdoba (UCC), has recently disseminated publications in academic and digital media attributing to the Instituto Legal-Tech the authorship and development of the concepts “Human-Technological Convergence” and “Digital Neohumanism”. Besides being false, these claims constitute a serious ethical breach, as they improperly link the Euro-American Committee of Digital Law to those statements. According to the information contained in the Institute’s own records: Instituto Legal-Tech UCC Created by Resolución Decanal N° 30/B (Dean’s Resolution) of August 30, 2024, in the Facultad de Derecho y Ciencias Sociales of the Universidad Católica de Córdoba, the Instituto de Legal-Tech (IL-TECH UCC) is the successor to the Sala Blockchain e Inteligencia Artificial, created by Resolución Decanal 22/B of August 3, 2020. Within this institutional framework, the Institute has carried out activities related to technological innovation, but at no time has it had any official collaboration with CEA Digital Law or authorization to use or refer to the concepts developed exclusively by the Committee. Manipulation of concepts and false institutional agreements In these publications, Dr. Fabián Villalba falsely suggests a collaboration agreement between the Instituto Legal-Tech of the Universidad Católica de Córdoba and CEA Digital Law to jointly develop these initiatives. Furthermore, in his articles he misquotes Dr. Antonio Tejeda Encinas, distorting his statements in order to legitimize himself. These actions represent not only a violation of intellectual property, but also an attempt to manipulate the trust of the academic community by claiming credit for ideas that were neither conceived nor developed at the Instituto Legal-Tech. Consequences and actions taken Dr. Fabián Villalba has been expelled from all forums, groups and spaces linked to the Euro-American Committee of Digital Law. In addition, the Euro-American Committee of Digital Law – CEA Digital Law is taking the appropriate legal measures to demand the immediate correction of these publications and to protect the integrity of the project. The Committee reaffirms its commitment to academic rigor and responsible innovation, and recalls that any official communication concerning Digital Neohumanism and the Human-Technological Convergence project will be disseminated exclusively through the official channels of the Euro-American Committee of Digital Law – CEA Digital Law, under the direct authorization of its President, Dr. Antonio Tejeda Encinas A call for respect for intellectual property Digital Neohumanism and Human-Technological Convergence are the result of years of research and development by the Euro-American Committee of Digital Law. We invite the academic and professional community to respect intellectual authorship and to reject any attempt at misappropriation. We are grateful for the trust placed in the Euro-American Committee of Digital Law – CEA Digital Law and reiterate our commitment to building a future in which technology and politics are ethically integrated to serve collective well-being. Below we reproduce in full the article signed by Dr. Fabián Villalba, which, moreover, links our project to cryptocurrency and other topics that have nothing to do with the idea of Digital Neohumanism, of which he is evidently unaware, since only a few “teasers” of it have been published to attract the attention of researchers and academics to our project: TRANSCRIPT OF THE ARTICLE, REPRODUCED FOR EASIER READING. The Instituto Legal-Tech UCC, in collaboration with the Euro-American Committee of Digital Law (CEA Digital Law), is leading an unprecedented initiative: the “Human-Technological Convergence” project. This proposal seeks to transform political, social and technological structures from an ethical and pragmatic perspective, adapting to the challenges facing humanity in the 21st century.
The Concept of Digital Neohumanism
The initiative introduces the concept of Digital Neohumanism, a philosophical and political approach designed to guide technological development with values that prioritize collective well-being. This framework proposes an ethical integration of technology and society, addressing issues such as the digital divide, sustainability and equitable access to technological advances.
According to Dr. Antonio Tejeda Encinas, President of CEA Digital Law: “The current crisis is not only technological; it is social, political and ethical. We need solutions that bring together the best of technology and politics with citizen action within a solid ethical framework.”
Relevant Topics in the Current Debate
The topics analyzed within the framework of the project include:
* Quantum computing and cybersecurity: The risks and opportunities of this emerging technology.
* Zero taxation in international jurisdictions: Strategies to foster economic competitiveness.
* Impact of artificial intelligence on law: Tools that improve judicial efficiency, such as the AI-assisted search system of the Tribunal Fiscal de la Nación in Argentina.
* Cryptocurrency adoption in Latin America: An analysis of how the region leads the global adoption of digital assets, with Argentina as a standout country.
Upcoming Events and Calls

Events such as the Jornada Crypto Mendoza 2024 will also be held, featuring panels and talks on the growing relevance of the crypto ecosystem.
The project is also open to new collaborators interested in taking an active part in the activities scheduled for 2025, which will focus on exploring technological and legal solutions that promote more equitable and sustainable development.
The Path to the Future
With this initiative, the Instituto Legal-Tech UCC reaffirms its commitment to research and the critical analysis of technological and social dynamics. Human-Technological Convergence not only raises fundamental questions but also drives the design of comprehensive solutions to address the challenges of the 21st century.

From the Euro-American Committee of Digital Law – CEA Digital Law, we trust that these clarifications make the authorship of our research and project entirely clear, as well as the lack of ethics of the doctor who signed the article on behalf of the aforementioned Institute of the Universidad de Córdoba. This statement (and the screenshots of the publication) have been made available to the Universidad de Córdoba for the appropriate purposes, as well as to the Institute itself, which belongs to it. Sincerely, Dr. Antonio Tejeda Encinas President of the Euro-American Committee of Digital Law – CEA Digital Law
