PROGRAMME
Women’s Digital Law
The term EMPOWERMENT, or the empowerment of women as a strategy for equality and equity, was promoted at the United Nations Fourth World Conference on Women in Beijing (1995) to refer to the increased participation of women in decision-making processes and in access to power.
The Beijing Platform for Action, adopted at the Fourth World Conference on Women, established that women have an equal right to participate in the conduct of public affairs. However, as UN Women points out, in every sphere of life —whether political bodies or corporate boardrooms— women have very little say in the decisions that affect them.
Closing the digital gender gap
The United Nations Sustainable Development Goals of 2015 include a significant commitment to use information and communication technologies (ICTs) to promote the empowerment of women, as well as a commitment to connect people in the least developed countries to the internet.
To date, however, data on the “digital divide” between women and men in the use of the internet and other ICTs have been scarce, and the full set of goals is set for the 2030 horizon.

Our commitment
With the aim of highlighting and empowering women, CEA Digital Law ® offers various types of resources and programmes in support of this purpose. Information and training are the pillars of this initiative, which also includes specific actions to improve the employability of women in the legal sector and other fields.
Empowering women does not happen in watertight compartments labelled “offline” and “online”; rather, it requires progress on several fronts simultaneously. Government bodies, civil society groups and private sector actors must work together to ensure that ICT initiatives are systematically integrated with broader efforts to expand women’s choices and capabilities in the labour market, in the home, in school and in public life.
