The former President of the Inter-American Bar Association and of the Colegio Nacional de Abogados de Panamá is once again standing for the leadership of one of the main institutions representing the legal profession in Panama.
Panamanian lawyer Jorge Hernán Rubio Carrera, former President of the Inter-American Bar Association (FIA-IABA), has put himself forward as a candidate for President of the Colegio Nacional de Abogados de Panamá (CNA), the country’s national bar association.
With more than four decades in legal practice and a long record of professional and institutional service, Rubio Carrera chaired the Colegio Nacional de Abogados de Panamá between 1993 and 1995. He later also served as President of the Central American Bar Federation and, in 2017–2018, as President of the Inter-American Bar Association, the continental legal organisation with which he remains involved as a former president.
His professional career includes legal practice in areas such as civil and commercial litigation, employment law and arbitration, together with significant institutional and public experience in Panama. Among other posts, he was a member of the National Assembly and chaired its Committee on Government, Justice and Constitutional Affairs.
His career has also been recognised by the Colegio Nacional de Abogados de Panamá itself, which awarded him the Eduardo Morgan Medal, one of the distinctions that recognise professional practice and service to the Panamanian legal profession.
Jorge Hernán Rubio’s candidacy is also closely connected with the institutional structure of CEA Digital Law. His son, Dr Carlos Eduardo Rubio, former Minister of Government of Panama, is Director General of the Panama Node of the Euro-American Committee of Digital Law - CEA Digital Law, from which he takes part in the legal, academic and institutional activities that the organisation carries out in the region.
This relationship is also part of a well-established institutional collaboration between the two organisations. In January 2020, the Colegio Nacional de Abogados de Panamá and CEA Digital Law signed a mutual collaboration agreement, signed at the time by the President of the CNA, Dr Juan Carlos Araúz, and by the President of CEA Digital Law, Dr Antonio Tejeda Encinas. The agreement established a framework for cooperation between the two institutions in matters relating to technological transformation, the law, and professional training and cooperation between Europe and Latin America.
The collaboration has also led to joint academic initiatives. In February 2020, CEA Digital Law took part, together with the Colegio Nacional de Abogados de Panamá, the Ibero-American Union of Bar Associations and the FIA-IABA, in the International Congress “New Technologies in Legal Practice”, held in Panama City.
At CEA Digital Law we follow with particular interest the processes aimed at strengthening the institutions, modernisation and international outreach of the legal profession in the countries where our organisation has a presence and cooperation relationships.
