Although this initiative falls short of self-sovereign identity, or even of less decentralised models for managing identity attributes such as eIDAS 2, the value of this technology deserves to be highlighted, especially when a government the size of Brazil’s adopts it. This is because of the efficiencies it can offer, including the security, immutability and reliability of information.

In essence, Brazil will issue digital identity cards on a private blockchain developed by Serpro, the country’s national data processing service. All citizens are expected to have access to these documents by 6 November. The main goal is to have a single, reliable and immutable source of information on citizens’ identity. This will help to prevent the use of fake IDs and make it easier for citizens to access public services. Thanks to blockchain technology, the authorities will be able to verify people’s identity instantly.
