Governing AI in a Fragmented World: Beyond Brussels, Beijing and Washington: Can the UN Bridge the Gap?

The Euro-American Committee of Digital Law - CEA Digital Law announces that the forum “Governing AI in a Fragmented World: Beyond Brussels, Beijing and Washington: Can the UN Bridge the Gap?” will take place on 4 November 2026, from 17:00 to 18:30 (UTC+01:00). It will be held in hybrid format, in person at CIFAL Brussels, 158 Rue Royale, Brussels, and online. It is organised by the Center for United Nations Constitutional Research (CUNCR), in collaboration with CIFAL Brussels, JEF Europe and Young AI Leaders Community Bogota Hub.

The discussion will address the fragmentation of global AI governance, weak cross-border accountability and the limited influence of the Global South. It will build on the first UN Global Dialogue on AI Governance and the preliminary report of the UN Scientific Panel on AI, looking ahead to the second Global Dialogue in New York in May 2027. The programme also includes a Young AI Ambassadors (YAIA) dialogue.

Speakers will include ShahrYar (S.M.) Sharei, Director of CUNCR; Brando Benifei, Member of the European Parliament; Stuart Russell, Professor at UC Berkeley; and Yao Xu, Secretary-General of the China Center for Global AI Innovative Governance, among others.
