IPANDETEC, from Panama, took part in Madrid on 29 and 30 September 2026 in the 2nd EU-LAC Data Governance Dialogue. The forum sought to shape digital cooperation priorities between both regions while respecting people's rights.

IPANDETEC, the Panamanian Institute of Law and New Technologies, reported its participation in the II Diálogo Político de Alto Nivel sobre Gobernanza de Datos of the Digital Alliance between the European Union, Latin America and the Caribbean (EU-LAC). The meeting was held in Madrid on 29 and 30 September 2026.

Attendees included representatives of public institutions, data protection authorities, international organisations, civil society, academia and the private sector. Over the two days they shared experiences and identified common needs in order to define future digital cooperation priorities between the two regions.

Topics addressed included personal data protection, international data transfers and artificial intelligence. Participants also stressed the need for clear regulatory frameworks that allow innovation without undermining people's rights, and the value of civil society and the technical community contributing their perspectives.

IPANDETEC states that its presence is part of its work on digital rights, internet governance and human rights in digital environments. The organisation recalls that in November 2023 it attended the Días de la Alianza Digital UE-ALC in Cartagena, Colombia, and that it has shared recommendations for fair, sovereign and inclusive artificial intelligence governance.
