Sulá Batsú of Costa Rica took part in the Ibero-American Data Protection Network meeting in Cartagena de Indias. The network approved an update of its regional standards, in place since 2017, with new provisions on neurodata and artificial intelligence.
Sulá Batsú, an organisation from Costa Rica, reports on its participation in the Encuentro de la Red Iberoamericana de Protección de Datos (RIPD), held in Cartagena de Indias, Colombia. It attended as part of the coordination of the RIPD Civil Society Forum. The meeting focused mainly on renewing the regional privacy standards.
Before Ibero-American agencies, the organisation presented progress in its research on personal data and people on the move in Central America. It also joined the round table “Building Trust in the Digital Future: Privacy, AI, and Online Safety”, convened by the Centre for Information Policy Leadership (CIPL), which discussed how to reconcile security, innovation and fundamental rights.
The most significant outcome was the approval of the update to the «Estándares de Protección de Datos de los Estados Iberoamericanos», whose previous version dated from 2017. The text includes neurodata for the first time among the special categories of sensitive data. It also requires traceability, technical documentation, periodic audits and effective human oversight in artificial intelligence systems and automated decisions.
The standards set a cross-cutting gender and human rights approach and strengthen protection for children and adolescents, based on the best interests of the child and progressive autonomy. They deepen proactive accountability, with impact assessments for emerging technologies, privacy by design and by default, and a Data Protection Officer for high-risk or large-scale processing. They also stress the autonomy, independence and adequate resources of supervisory authorities.
