By February 2025, automation and artificial intelligence had redefined the equation: efficiency was no longer limited by human effort, but by each company&#8217;s technological capacity.<\/p>\n<p id=\"ember52\" class=\"ember-view reader-text-block__paragraph\">The promise of <strong>unlimited productivity<\/strong> has led entire sectors to replace workers with robots. Logistics, manufacturing and service companies have automated tasks at an unprecedented pace. Yet this progress raises fundamental questions:<\/p>\n<ul>\n<li>Who controls this transformation?<\/li>\n<li>How can we prevent automation from becoming a <strong>driver of inequality<\/strong>?<\/li>\n<li>What role should the <strong>State, the law and civil society<\/strong> play in ensuring a fair transition?<\/li>\n<\/ul>\n<p id=\"ember54\" class=\"ember-view reader-text-block__paragraph\">In this context, <strong>two key actors emerge with complementary perspectives<\/strong>:<\/p>\n<ul>\n<li><strong>The Euro-American Committee on Digital Law &#8211; CEA Digital Law<\/strong> analyzes how legislation must adapt to balance technological progress with the protection of labor and economic rights.<\/li>\n<li><strong>PCDD, the Association for Citizen Participation in Defense of Fundamental Rights, Democracy and Digital Rights, <\/strong>warns of the social risks posed by uncontrolled automation and the need to ensure that digital transformation <strong>does not violate fundamental rights<\/strong>.<\/li>\n<\/ul>\n<p id=\"ember56\" class=\"ember-view reader-text-block__paragraph\">The debate is not merely technical or economic. It is a matter of <strong>democracy, fairness and digital governance<\/strong>.<\/p>\n<h3 id=\"ember58\" class=\"ember-view reader-text-block__heading-3\">Robotic Productivity: An Economic Engine or a Challenge for Society?<\/h3>\n<p id=\"ember59\" class=\"ember-view reader-text-block__paragraph\">From a business perspective, automation is the <strong>perfect solution<\/strong> for increasing efficiency:<\/p>\n<ul>\n<li><strong>Speed and precision.<\/strong> Robots do not tire or make fatigue-related mistakes.<\/li>\n<li><strong>Lower costs.<\/strong> With no wages, social-security contributions or breaks, profitability grows exponentially.<\/li>\n<li><strong>Process standardization.<\/strong> Quality remains constant and does not depend on human variability.<\/li>\n<\/ul>\n<p id=\"ember61\" class=\"ember-view reader-text-block__paragraph\">However, this model based on <strong>mechanical efficiency<\/strong> carries an <strong>extremely high social cost<\/strong>. Eliminating jobs not only displaces thousands of people, but <strong>changes the very structure of the economy<\/strong>.<\/p>\n<p id=\"ember62\" class=\"ember-view reader-text-block__paragraph\"><strong>PCDD<\/strong> has warned of the risk of <strong>a society polarized between those who control technology and those who are displaced, without employment or economic alternatives<\/strong>. Without corrective measures, automation could become <strong>a mechanism of social exclusion<\/strong>.<\/p>\n<p id=\"ember63\" class=\"ember-view reader-text-block__paragraph\">From the perspective of <strong>CEA Digital Law<\/strong>, the problem is <strong>legal and structural<\/strong>:<\/p>\n<p id=\"ember64\" class=\"ember-view reader-text-block__paragraph\">\u2714 A lack of regulation allows major corporations to <strong>concentrate productivity<\/strong>, placing small and medium-sized enterprises at a disadvantage.<\/p>\n<p id=\"ember65\" class=\"ember-view reader-text-block__paragraph\">\u2714 There are no <strong>clear laws on the taxation of automation<\/strong>: a company can replace thousands of employees without assuming social responsibilities.<\/p>\n<p id=\"ember66\" class=\"ember-view reader-text-block__paragraph\">\u2714 The European Union is debating <strong>rules governing AI&#8217;s impact on employment<\/strong>, but regulation remains inadequate.<\/p>\n<p id=\"ember67\" class=\"ember-view reader-text-block__paragraph\">If technology is redefining productivity, then <strong>digital law and citizen participation<\/strong> must define <strong>who will benefit from this change<\/strong>.<\/p>\n<h3 id=\"ember69\" class=\"ember-view reader-text-block__heading-3\">Spain and the Technology Gap: An Economic Model at Risk<\/h3>\n<p id=\"ember70\" class=\"ember-view reader-text-block__paragraph\">Spain faces <strong>structural inequality in the adoption of automation<\/strong>. While major multinational companies accelerate their digitalization, SMEs <strong>lack the resources to compete in terms of productivity<\/strong>.<\/p>\n<h3 id=\"ember71\" class=\"ember-view reader-text-block__heading-3\">Key data as of February 2025<\/h3>\n<ul>\n<li>The <strong>SME Digitalization Plan 2021-2025<\/strong> has allocated \u20ac4.656 billion to business modernization, but <strong>fewer than 50% of SMEs have succeeded in implementing significant advances<\/strong>.<\/li>\n<li>While <strong>major companies have increased their investment in automation by 20% annually<\/strong>, digitalization among SMEs has grown by only <strong>3%<\/strong>.<\/li>\n<li>SMEs generate <strong>62% of Spain&#8217;s Gross Value Added<\/strong>, but <strong>their lack of access to automation leaves them in a vulnerable position<\/strong>.<\/li>\n<\/ul>\n<p id=\"ember73\" class=\"ember-view reader-text-block__paragraph\"><strong>PCDD warns that the failure to democratize technology is creating an economic model in which only major corporations can benefit from digital productivity.<\/strong><\/p>\n<p id=\"ember74\" class=\"ember-view reader-text-block__paragraph\"><strong>CEA Digital Law<\/strong>, meanwhile, raises a crucial question: <strong>Should access to automation be regulated to prevent the creation of productivity monopolies?<\/strong><\/p>\n<p id=\"ember75\" class=\"ember-view reader-text-block__paragraph\">\u2714 <strong>If only major companies can automate, the concentration of economic power will be inevitable.<\/strong><\/p>\n<p id=\"ember76\" class=\"ember-view reader-text-block__paragraph\">\u2714 <strong>Labor law and taxation must be updated to reflect an economy in which machines generate wealth but people remain dependent on traditional income.<\/strong><\/p>\n<p id=\"ember77\" class=\"ember-view reader-text-block__paragraph\">This is not merely a market problem. It is <strong>a matter of regulation and social balance<\/strong>.<\/p>\n<h3 id=\"ember79\" class=\"ember-view reader-text-block__heading-3\">Regulation and Alternatives: How Can We Prevent a Crisis of Jobless Productivity?<\/h3>\n<p id=\"ember80\" class=\"ember-view reader-text-block__paragraph\">CEA Digital Law and PCDD agree that <strong>technological progress cannot be left exclusively in the hands of the private sector<\/strong>. We need <strong>public policies that regulate automation<\/strong> without hindering innovation.<\/p>\n<h3 id=\"ember81\" class=\"ember-view reader-text-block__heading-3\">Proposals from regulation and citizen participation<\/h3>\n<p id=\"ember82\" class=\"ember-view reader-text-block__paragraph\">\ud83d\udd39 <strong>Taxes on automation.<\/strong> Companies that replace people with robots should contribute to a social compensation fund. ( <strong>CEA Digital Law<\/strong>)<\/p>\n<p id=\"ember83\" class=\"ember-view reader-text-block__paragraph\">\ud83d\udd39 <strong>Employment protection in the face of AI.<\/strong> Require companies to <strong>train their staff<\/strong> instead of dismissing them. ( <strong>CEA Digital Law<\/strong>)<\/p>\n<p id=\"ember84\" class=\"ember-view reader-text-block__paragraph\">\ud83d\udd39 <strong>Redistribution of the wealth generated by automation.<\/strong> Models such as universal basic income should form part of the public debate. ( <strong>PCDD<\/strong>)<\/p>\n<p id=\"ember85\" class=\"ember-view reader-text-block__paragraph\">\ud83d\udd39 <strong>Access to digitalization for SMEs.<\/strong> Accessible financing and digital-training mechanisms should be created for all businesses. ( <strong>PCDD<\/strong> )<\/p>\n<p id=\"ember86\" class=\"ember-view reader-text-block__paragraph\"><strong>Automation is not the problem<\/strong>. The problem is <strong>who controls its implementation<\/strong> and <strong>how its benefits are distributed<\/strong>.<\/p>\n<h3 id=\"ember88\" class=\"ember-view reader-text-block__heading-3\">Conclusion: Productivity Through Balance, Not Exclusion<\/h3>\n<p id=\"ember89\" class=\"ember-view reader-text-block__paragraph\">The age of automation <strong>is not a futuristic scenario, but a present reality<\/strong>. The question is not whether machines will replace people, but <strong>how we structure the economy to prevent this transformation from creating extreme inequality<\/strong>.<\/p>\n<p id=\"ember90\" class=\"ember-view reader-text-block__paragraph\">For <strong>PCDD<\/strong>, the central concern is that <strong>unregulated automation may break the social compact, dividing society between those who control technology and those relegated to unemployment.<\/strong><\/p>\n<p id=\"ember91\" class=\"ember-view reader-text-block__paragraph\">For <strong>CEA Digital Law<\/strong>, the focus is on <strong>the urgent need to update regulation so that future productivity is not a privilege enjoyed by major corporations, but an engine of equitable development<\/strong>.<\/p>\n<p id=\"ember92\" class=\"ember-view reader-text-block__paragraph\">The challenge is not technical. It is <strong>economic, legal and social<\/strong>. We need <strong>a strong legal framework and active citizen participation<\/strong> so that automation <strong>becomes a tool for progress rather than a mechanism of exclusion.<\/strong><\/p>\n<p id=\"ember93\" class=\"ember-view reader-text-block__paragraph\">The productivity of the future <strong>must be a democratic and regulated choice, not a market imposition<\/strong>.<\/p>\n<h3 id=\"ember95\" class=\"ember-view reader-text-block__heading-3\">PCDD and CEA Digital Law: A Necessary Debate<\/h3>\n<p id=\"ember96\" class=\"ember-view reader-text-block__paragraph\">\u2714 <strong>PCDD demands that digital transformation respect fundamental rights and guarantee an equitable productive model<\/strong><\/p>\n<p id=\"ember97\" class=\"ember-view reader-text-block__paragraph\">\u2714 <strong>CEA Digital Law advocates rules that prevent the concentration of technological power and ensure a fair distribution of digital wealth.<\/strong><\/p>\n<p id=\"ember98\" class=\"ember-view reader-text-block__paragraph\">Both organizations agree that <strong>the debate cannot wait<\/strong>. Automation is advancing, but <strong>the legal framework and citizen participation must advance with it<\/strong>.<\/p>\n<h3 id=\"ember100\" class=\"ember-view reader-text-block__heading-3\">Final Reflection: An Unprecedented Crisis in Spain<\/h3>\n<p id=\"ember101\" class=\"ember-view reader-text-block__paragraph\">While major corporations accelerate their digitalization, <strong>Spain&#8217;s business fabric is approaching breaking point<\/strong>. SMEs&#8217; lack of access to automation <strong>not only places them at a disadvantage, but threatens to destroy the country&#8217;s economic structure<\/strong>.<\/p>\n<p id=\"ember102\" class=\"ember-view reader-text-block__paragraph\">But the problem extends far beyond business competitiveness. If we allow productivity to remain in the hands of a few, Spain could face <strong>a social crisis unparalleled in its recent history<\/strong>. A country in which:<\/p>\n<p id=\"ember103\" class=\"ember-view reader-text-block__paragraph\">\u26a0 <strong>Millions of workers are displaced without economic alternatives.<\/strong><\/p>\n<p id=\"ember104\" class=\"ember-view reader-text-block__paragraph\">\u26a0 <strong>The concentration of productive power among a handful of companies turns the economy into a digital oligopoly.<\/strong><\/p>\n<p id=\"ember105\" class=\"ember-view reader-text-block__paragraph\">\u26a0 <strong>The collapse of employment leads to an irreversible social fracture, fueling extreme inequality.<\/strong><\/p>\n<p id=\"ember106\" class=\"ember-view reader-text-block__paragraph\">We are not discussing a futuristic scenario. <strong>This is already happening.<\/strong> <strong>The decisions being made today will determine whether Spain enters a new age of digital equity or a crisis of inequality from which there is no return.<\/strong><\/p>\n<p id=\"ember107\" class=\"ember-view reader-text-block__paragraph\"><strong>At CEA Digital Law and PCDD, we are promoting this debate in legislative forums and civil society.<\/strong> Automation is advancing, but regulation and social justice cannot be left behind.<\/p>\n<p id=\"ember108\" class=\"ember-view reader-text-block__paragraph\"><strong>Should we let technology decide the future, or should we be the ones who define the rules of the game?<\/strong><\/p>\n<p id=\"ember109\" class=\"ember-view reader-text-block__paragraph\"><strong>Will we allow technology to reshape the economy without limits or checks?
