It was a statement of intent.<\/span><\/p>\n<p data-start=\"508\" data-end=\"881\"><span style=\"vertical-align: inherit;\">More than 100 world leaders, international organizations, tech giants and AI experts gathered to address the major tensions the world faces with the accelerated advance of this technology. Europe, the United States and China arrived with well-defined positions, with agreements and disagreements that revealed an unprecedented struggle for technological power.<\/span><\/p>\n<p data-start=\"883\" data-end=\"936\"><span style=\"vertical-align: inherit;\">The topics that dominated the sessions were clear:<\/span><\/p>\n<p data-start=\"938\" data-end=\"1069\">\u2705 <strong data-start=\"940\" data-end=\"969\"><span style=\"vertical-align: inherit;\">Regulation vs. innovation<\/span><\/strong><span style=\"vertical-align: inherit;\"> : Should citizens be protected, or should companies be allowed to develop AI without restrictions?<\/span><\/p>\n<p data-start=\"1071\" data-end=\"1205\">\u2705 <strong data-start=\"1073\" data-end=\"1105\"><span style=\"vertical-align: inherit;\">The geopolitical weight of AI<\/span><\/strong><span style=\"vertical-align: inherit;\"> : Who will dominate the next decade? Can Europe compete with the US? And with China, or will it fall behind?<\/span><\/p>\n<p data-start=\"1207\" data-end=\"1347\">\u2705 <strong data-start=\"1209\" data-end=\"1253\"><span style=\"vertical-align: inherit;\">The withdrawal of key regulations in the EU<\/span><\/strong><span style=\"vertical-align: inherit;\"> : A strategy to accelerate growth or a concession to corporate interests?<\/span><\/p>\n<p data-start=\"1349\" data-end=\"1469\">\u2705 <strong data-start=\"1351\" data-end=\"1392\"><span style=\"vertical-align: inherit;\">Impact on employment and sustainability<\/span><\/strong><span style=\"vertical-align: inherit;\"> : Will AI bring prosperity, or will it destroy jobs and damage the environment?<\/span><\/p>\n<p data-start=\"1471\" data-end=\"1590\"><span style=\"vertical-align: inherit;\">The future of artificial intelligence as a driver of society, the economy and world politics was at stake.<\/span><\/p>\n<p><strong data-start=\"1600\" data-end=\"1649\"><span style=\"vertical-align: inherit;\">2. The three decisions that marked the summit<\/span><\/strong><\/p>\n<p data-start=\"1653\" data-end=\"1791\"><span style=\"vertical-align: inherit;\">Beyond speeches and promises, concrete decisions were made at the Paris summit that will define the future of AI at the global level.<\/span><\/p>\n<h3 data-start=\"1793\" data-end=\"1883\"><strong data-start=\"1797\" data-end=\"1881\"><span style=\"vertical-align: inherit;\">(A) Europe backtracks: Withdrawal of the AI Liability Directive<\/span><\/strong><\/h3>\n<p data-start=\"1885\" data-end=\"2026\"><span style=\"vertical-align: inherit;\">In a move that drew both applause and criticism, the European Commission announced the withdrawal of the AI Liability Directive.<\/span><\/p>\n<p data-start=\"2028\" data-end=\"2193\"><span style=\"vertical-align: inherit;\">This regulation was intended to establish clear rules on who is liable when an AI causes harm, but its elimination was justified with three key arguments:<\/span><\/p>\n<p data-start=\"2195\" data-end=\"2371\">1\ufe0f\u20e3 <strong data-start=\"2199\" data-end=\"2234\"><span style=\"vertical-align: inherit;\">Avoiding barriers to innovation<\/span><\/strong><span style=\"vertical-align: inherit;\"> : Europe&#8217;s big tech companies lobbied to eliminate regulations that would make them less competitive vis-\u00e0-vis the US and China.<\/span><\/p>\n<p data-start=\"2373\" data-end=\"2494\">2\ufe0f\u20e3 <strong data-start=\"2377\" data-end=\"2399\"><span style=\"vertical-align: inherit;\">Reducing bureaucracy<\/span><\/strong><span style=\"vertical-align: inherit;\"> : It was argued that the <\/span><em data-start=\"2421\" data-end=\"2429\"><span style=\"vertical-align: inherit;\">AI Act<\/span><\/em><span style=\"vertical-align: inherit;\"> already establishes sufficient controls on high-risk AI.<\/span><\/p>\n<p data-start=\"2496\" data-end=\"2633\">3\ufe0f\u20e3 <strong data-start=\"2500\" data-end=\"2543\"><span style=\"vertical-align: inherit;\">Decentralization of liability<\/span><\/strong><span style=\"vertical-align: inherit;\"> : Instead of a single rule for the EU, each country will be able to define its own legal framework.<\/span><\/p>\n<h5 data-start=\"2635\" data-end=\"2675\">\ud83d\udd0d <strong data-start=\"2643\" data-end=\"2673\"><span style=\"vertical-align: inherit;\">Consequences and reactions<\/span><\/strong><\/h5>\n<p data-start=\"2677\" data-end=\"2791\">\ud83d\udd39 <strong data-start=\"2680\" data-end=\"2712\"><span style=\"vertical-align: inherit;\">Legal fragmentation in the EU<\/span><\/strong><span style=\"vertical-align: inherit;\"> : Companies will now have to navigate between different national regulations.<\/span><\/p>\n<p data-start=\"2793\" data-end=\"2931\">\ud83d\udd39 <strong data-start=\"2796\" data-end=\"2831\"><span style=\"vertical-align: inherit;\">Insecurity for citizens<\/span><\/strong><span style=\"vertical-align: inherit;\"> : Victims of poorly designed AI could be left without clear mechanisms to claim compensation.<\/span><\/p>\n<p data-start=\"2933\" data-end=\"3082\">\ud83d\udd39 <strong data-start=\"2936\" data-end=\"2979\"><span style=\"vertical-align: inherit;\">A benefit for big tech<\/span><\/strong><span style=\"vertical-align: inherit;\"> : Without a unified directive, multinationals will operate in the countries with the laxest regulations.<\/span><\/p>\n<p data-start=\"3084\" data-end=\"3286\">The decision shows that Europe is no longer sure of its strict regulation strategy. The fear of falling behind the US and China has weighed more heavily than the legal protection of citizens.<\/p>\n<h3 data-start=\"3293\" data-end=\"3360\"><strong data-start=\"3297\" data-end=\"3358\">(B) InvestAI: 200 billion euros for AI in Europe<\/strong><\/h3>\n<p data-start=\"3362\" data-end=\"3503\">If the withdrawal of the AI Liability Directive generated controversy, the announcement of <em data-start=\"3453\" data-end=\"3463\">InvestAI<\/em> was Europe&#8217;s show of force.<\/p>\n<p data-start=\"3505\" data-end=\"3658\">\ud83d\udcb0 <strong data-start=\"3508\" data-end=\"3537\">200 billion euros<\/strong> will be devoted to turning the continent into a global leader in artificial intelligence, with three main objectives:<\/p>\n<p data-start=\"3660\" data-end=\"3887\">1\ufe0f\u20e3 <strong data-start=\"3664\" data-end=\"3732\">Creating an AI infrastructure independent of the US and China.<\/strong><br data-start=\"3732\" data-end=\"3735\" \/>2\ufe0f\u20e3 <strong data-start=\"3739\" data-end=\"3799\">Fostering ethical AI aligned with European values.<\/strong><br data-start=\"3799\" data-end=\"3802\" \/>3\ufe0f\u20e3 <strong data-start=\"3806\" data-end=\"3885\">Developing its own models and reducing dependence on external technology.<\/strong><\/p>\n<h5 data-start=\"3889\" data-end=\"3977\"><strong data-start=\"3894\" data-end=\"3975\">\ud83d\udce2 AI gigafactories: The CERN of artificial intelligence or a mirage?<\/strong><\/h5>\n<p data-start=\"3979\" data-end=\"4194\">One of the most ambitious projects of <em data-start=\"4018\" data-end=\"4028\">InvestAI<\/em> is the construction of AI gigafactories, infrastructures designed to train advanced artificial intelligence models with their own computing capacity.<\/p>\n<p data-start=\"4196\" data-end=\"4237\">\ud83d\udd0e <strong data-start=\"4199\" data-end=\"4235\">What are AI gigafactories?<\/strong><\/p>\n<p data-start=\"4239\" data-end=\"4493\">\u2705 High-capacity supercomputers, capable of training AI with European autonomy. <br data-start=\"4323\" data-end=\"4326\" \/>\u2705 They seek to reduce dependence on American infrastructures such as Google, Microsoft or Nvidia. <br data-start=\"4426\" data-end=\"4429\" \/>\u2705 Compared to the <em data-start=\"4449\" data-end=\"4455\">CERN<\/em> of physics, but focused on AI.<\/p>\n<p data-start=\"4495\" data-end=\"4524\">\ud83d\udca1 <strong data-start=\"4498\" data-end=\"4522\">Problems and challenges<\/strong><\/p>\n<p data-start=\"4526\" data-end=\"4846\">\u274c <strong data-start=\"4528\" data-end=\"4568\">Europe does not produce competitive chips<\/strong> : It will remain dependent on Nvidia, AMD and American manufacturers. <br data-start=\"4635\" data-end=\"4638\" \/>\u274c <strong data-start=\"4640\" data-end=\"4673\">The energy cost is enormous<\/strong> : Without a green energy strategy, the carbon footprint will be immense. <br data-start=\"4746\" data-end=\"4749\" \/>\u274c <strong data-start=\"4751\" data-end=\"4770\">Talent drain<\/strong> : Europe keeps losing engineers and AI experts to Silicon Valley.<\/p>\n<p data-start=\"4848\" data-end=\"5059\">Is this project viable? If executed well, Europe could develop AI without depending on the US, but without its own hardware, these gigafactories could become centers dependent on foreign chips.<\/p>\n<h3 data-start=\"5066\" data-end=\"5120\"><strong data-start=\"5070\" data-end=\"5118\">(C) International Declaration on Ethical AI<\/strong><\/h3>\n<p data-start=\"5122\" data-end=\"5211\">\ud83c\udf0d <strong data-start=\"5125\" data-end=\"5138\">61 countries<\/strong> signed an agreement to promote &#8220;open, inclusive and ethical&#8221; AI.<\/p>\n<p data-start=\"5213\" data-end=\"5320\">\ud83d\udd34 <strong data-start=\"5216\" data-end=\"5260\"><span style=\"vertical-align: inherit;\">The US and the United Kingdom refused to sign<\/span><\/strong><span style=\"vertical-align: inherit;\"> , arguing that this framework could slow down innovation.<\/span><\/p>\n<p data-start=\"5322\" data-end=\"5431\">\ud83c\uddeb\ud83c\uddf7 <strong data-start=\"5327\" data-end=\"5376\"><span style=\"vertical-align: inherit;\">France announced its own national AI plan<\/span><\/strong><span style=\"vertical-align: inherit;\"> , with an investment of <\/span><strong data-start=\"5399\" data-end=\"5428\"><span style=\"vertical-align: inherit;\">109.2 billion euros<\/span><\/strong><span style=\"vertical-align: inherit;\"> .<\/span><\/p>\n<h2 data-start=\"5438\" data-end=\"5475\"><strong data-start=\"5441\" data-end=\"5473\"><span style=\"vertical-align: inherit;\">3.
