Europe’s greatest long-term investment capacity should focus on two crucial challenges: adapting to a more sustainable growth model and investing in strategic digital capabilities.

The development of a Digital Single Market in the European Union must be accompanied by a very robust digital infrastructure. We welcome the ambitious Digital Europe Programme for investment and financing, which seeks to increase the EU’s competitiveness and develop Europe’s strategic digital capabilities. What are these capabilities?

Supercomputing. Supercomputing and data processing are crucial for the development of many areas, from health and renewable energy to cybersecurity, but Europe is underinvesting in this, with an annual funding gap of between 500 and 750 million euros.

Artificial intelligence. It is necessary to boost investment to make the most of artificial intelligence while at the same time guaranteeing an appropriate ethical and legal framework. Digital innovation hubs play a critical role in this regard.

Cybersecurity and trust. The EU has to strengthen cyber defense and cybersecurity, funding state-of-the-art equipment and infrastructure and developing the necessary skills and knowledge.

Digital skills. In this respect, the acquisition of these skills is especially important for SMEs and public administrations.

Expanding the use of digital technologies throughout the economy and society to facilitate access to technology and knowledge for all companies, especially SMEs.

Sustainability, hope for European growth

An additional investment of 180 billion euros per year is still needed to meet the targets set by the Paris Agreement for 2020. This investment should focus on three areas: energy efficiency, renewable energy and clean transport.

In this context, banks play a crucial role in the fight against climate change and the achievement of the United Nations Sustainable Development Goals, thanks to their capacity to mobilize resources.

Europe needs both the public and private sectors to accelerate the adoption of new sustainable technologies that foster the competitiveness of European companies. This is particularly important for small and medium-sized enterprises, which have less capacity to access these resources. In this regard, the financial sector must be part of the solution that helps these companies achieve the EU’s sustainability goals, it has been stated.

The good news is the establishment of a Sustainable Agenda, a priority within the new European legislative mandate. The Commission wants to promote highly ambitious initiatives, such as the European Green Deal, which aims to make Europe the first continent to achieve climate neutrality. To this end, the EC is promoting a European Climate Law to achieve the goal of emissions neutrality by 2050. It also plans to launch a European Sustainable Investment Plan to unlock one trillion euros in sustainable investments over the next decade. Finally, it is working on the creation of a regulatory framework to foster sustainability.

The Rome Investment Forum is a financial event held in Rome by the Italian Banking Federation where companies, regulators and civil society debate the future of Europe.

Investment for growth in the European Union is lower now than before the crisis, even though we face major challenges: the digital revolution, climate change, an ageing population, migration problems….
