He has specialized studies in Agricultural and Environmental Law and technical studies in Telecommunications Administration and Regulation from the Universidad de Costa Rica. He earned his Master\u2019s degree in Public Law from the Universidad Aut\u00f3noma de Centroam\u00e9rica. He has been a member of the Colegio de Abogados since 1996.<\/p>\n<p>He has worked as a lawyer in public sector institutions and as a parliamentary advisor, particularly to the Legislative Plenary and the Telecommunications Committees.
