He holds a degree in Law and Political Science from the Universidad Santa Mar\u00eda la Antigua (USMA) in Panama.\u00a0<\/span>\u00a0<\/span><\/p>\n

He holds a Master\u2019s in Procedural Law from the Universidad Latina de Panam\u00e1 and a diploma in Social Market Economy, awarded by the Universidad de Cervantes and the Konrad Adenauer Foundation, Santiago, Chile.\u00a0<\/span>\u00a0<\/span><\/p>\n

PhD in Political Science,\u00a0Bircham\u00a0International\u00a0University.\u00a0<\/span>\u00a0<\/span><\/p>\n

He was an associate at the law firm Rubio, \u00c1lvarez, Sol\u00eds & Abrego from 2005 to 2014, and has been a partner of the firm since 2019.<\/span>\u00a0<\/span><\/p>\n

From 2014 he served\u00a0 as Deputy Director of the Instituto para la Formaci\u00f3n y Aprovechamiento de Recursos Humanos (IFARHU), where he contributed to promoting the academic excellence of<\/span>\u00a0<\/span><\/p>\n

He took office as Minister of Government on May 2, 2018. Under Minister Rubio\u2019s leadership, programs were implemented around four pillars: access to justice to strengthen the rule of law and peaceful coexistence; democracy and governance; civil protection and humanitarian assistance; and a prison reform focused on the social reintegration of persons deprived of liberty.<\/span>\u00a0<\/span><\/p>\n

\u00a0<\/span><\/p>\n

He is Vice President of the Partido Popular, where he also served as National Youth Secretary and was a member of the Political Committee.<\/span>\u00a0<\/span><\/p>\n

\u00a0<\/span><\/p>\n

He is a member of the Colegio Nacional de Abogados, where he served on its Board of Directors for the 2007-2009 term, and of the Inter-American Bar Association, where he currently serves as Vice Chair of the\u00a0Labor\u00a0Law Committee.\u00a0<\/span>\u00a0<\/span><\/p>\n
